When using Outlook while connected to a Verizon ISP, you will need to use the secure email ports in order to send and receive. Under the 'Internet E-mail Settings' section of the email configuration (Account Settings > Open Email Account > More Settings), on the 'Outgoing Server' tab you need enable SMTP authentication (Image A) and on the 'Advanced' tab you need to change the incoming server to 110 and outgoing server to 587 (Image B).
